If stage is reported, for example as "T3/4 or T2/3" it was confirmed that the lower stage must be recorded on registry databases.
TNM book, general terms, page 7, item 4 ie "if there is doubt concerning the correct T, N, or M category to which a particular case should be allotted, then the lowest (ie less advanced) category should be chosen".
